CIRAIG's brief on Quebec GHG emissions reduction target

28 October 2015

During the consultations with the ministère du Développement durable, de l’Environnement et de la Lutte contre les changements climatiques (MDDELCC) on Quebec's target greenhouse gas (GHG) emission reduction for 2030, CIRAIG was invited by the Committee on Transportation and the Environment to make a brief on the issue.

CIRAIG welcomes the government's efforts in addressing climate change issues, but recognizes that Quebec's commitment to reduce its GHG emissions to 2 tons per capita for 2050 is very ambitious, given that it would require an 80% emission reduction per person.

In this document, the CIRAIG offers multifactorial recommendations to improve decision making in the context of an effective , fair and sustainable plan against climate change. To this end, five recommendations were made that target the following aspects:

-   The life cycle approach

-   Environmental labelling

-   A parallel system to    Un système parallèle de comptabilité des émissions de GES basé sur la consommation du Québec

-      La considération des impacts sociaux potentiels.
